Has anyone installed Mailman3 on Rocky or Centos8.4? I am trying to figure this out but thus far the installation guides at list.org are to very clear to me.

However, after digging around for a few minutes I did not find the RPM for Mailman at all.
Are you installing using the mailman RPM from another repository, or are you using the source tarball?
Right, there is no mailman 3 RPM for EL running around. mailman 2 is in the base though.
Mailman 3 on EL will pose some difficulty, mainly because it requires a lot of python modules (and versions) that aren’t provided in EL nor in EPEL. Fedora, being newer of course, does have mailman 3.
