Powertools is known as crb under RL9.
dnf config-manager --enable crb

How can the same be achieved in the minimal image that only has microdnf?
Repos are defined in config files: /etc/yum.repos.d/*.repo
The dnf config-manager creates and modifies those files.
On normal Rocky install one of those files defines the ‘crb’, but it has enabled=0.
the dnf config-manager --enable crb changes that to enabled=1.
It is possible to manually edit the file to achieve the same.
