I need GeoIP.h file which is provided by GeoIP-devel package in CentOS. But I could not see GeoIP and GeoIP-devel package in Rocky Linux 9.1 repos and also in epel9 repo. Which package will provide GeoIP.h file in Rocky Linux or epel9?

looks like it was in EPEL 8 previously, but not anymore 
But you can find it in the Remi’s repo!

Please notice that GeoIP is considered as deprecated and unmaintained
You should rather use libmaxmindb (aka GeoIP2)
