will be any change to the 1:1 compatibility with redhat or some other change for 9.4 and 8.10

and would device driver change make rocky change something to that 1:1 relations

No, Rocky Linux has no intention to deviate from upstream.

We have a variety of special interest groups that offer alternative kernels, addition software, etc in optional repositories if desired, but a standard installation of Rocky Linux remains 1:1 with RHEL.
