Persistent Live USB based on Rocky Linux?

Hi,

I’d like to create a persistent Linux Live system, ideally based on either Rocky Linux 8 or Rocky Linux 9, with a minimal KDE desktop or (alternatively) some lightweight alternative like Fluxbox.

What is (or what are) the best tool(s) to do this? Is there some way I can turn an installed Rocky Linux system into a bootable Live USB?

No. A live system is different from an actual installed system. You would need to create a custom live image with what you want in a kickstart.
