Dolphin doesn’t seem to show an option to enable single clicking for the mouse. I have tried two different brands of mices.
Would this option perhaps be somewhere else?

“Dolphin” … is that part of KDE? Rocky itself has only one DE, the Gnome. EPEL builds some version of KDE for all Enterprise Linux distros. Does KDE have its own support fora?
Yes, they do offer a KDE version. I tried to post a link but this forum won’t allow it. You can find it on the Rocky website.

This forum is primarily about peer support. With luck one of the users of Rocky, who does use KDE, reads this thread and can answer your question.
However, all users of Rocky do not use KDE nor access this forum. The documentation and support channels of KDE are a much more likely place to find the answers about KDE (quickly).
The Rocky KDE spin is using EPEL, so it’s not provided by Rocky in terms of support. The Rocky team is not responsible for packages in EPEL repository. The ISO to install it, is to help make it easier for you to install. Although it’s also easy enough to do a basic install, add EPEL and install KDE after that. Requires more effort, but still possible.
If the KDE settings don’t offer it, then that would be a question to the KDE people.
All very strange. It is featured and has download links on the Rocky website but … I’m afraid you’ve lost me - literally.

For convenience. The live image “KDE spin” includes and helps to install third-party packages (KDE) for convenience. Rocky is not involved in development of KDE. Not even in build of those packages.
For comparison, one can apparently get some video game bundled with Intel CPU.
(That is obviously a marketing gimmick for the hardware product.)
Could you get the games separately? Yes
Could you play them without a CPU? No
Could you use Intel CPU without games? Yes
Does Intel develop those video games? No
Does Intel tell how to play those games? No
The games are developed and supported by someone else.
If you mean single mouse click to open folder then in Plasma/KDE System Settings go to Workspace - General Behavior and change Clicking Files and Folders to “Opens them”.
