Kvm usb redirect not working

I’m migrating my kvm images to v9.4. I just discover none of the running kvm guests are able to capture the USB device. The USB redirect is grey out.

I don’t understand the error message.
BTW… I not have the problem on the Rocky v8.x.

I think it’s complaining about the “spice” graphics.

I backported the spice stack here to track rhel8 behavior, USB redirection is normally re-enabled:
