I have no bluetooth option in the GUI. I did " dnf install gnome-bluetooth"
and still nothing in the applications. There is a bluetooth transfer tool, But that does not connect to sound devices. Just sends files. I have rocky linux 8. I have bluetooth built in to my desktop tower.
I did rfkill list

This issue has come up 3 times in the forums and on the Reddit Page but there has not been any solutions posted.
I could not get the bluetooth in the application menu for an intuitive connection process.
But I could connect to bluetooth in the Mate Terminal after asking Microsoft Copilot 3 times and watching a youtube video see link below. I used information from both to succeed in connecting to my bluetooth device. Which is way more complicated.
Step 1. login in to root user command “sudo su” then enter your password
Step 2. command “bluetoothctl”
Step 3. “power on”
Step 4. “scan on” wait 5 to 10 seconds the command “scan off” or you will have a huge list to work with. Find your device will also display the bluetooth devices mac address & may have some description. Luckily my device had a name.
Step 5. copy JUST your mac address then command "trust" "your mac address"
Step 6. "pair" "your mac address"
Step 7. "connect" "your mac address"
Step 8. You should be connected so you can "exit"
Note put a space between the command & your mac address. Copilot told me to put the mac address between < > but that is will not work. The Youtube video did not use the < >
An additonal command would be “paired-devices” which will give the mac address and description of all connected devices. When connected and in the bluetooth menu ( i am new so that is why is use that term) You will see your device name ending with # in blue letters. example "yourdevice# if your want to disconnect then use command “disconnect” you do not have to enter your mac address. I did this through trial and error. I guess I am now a pro lol I have not been a linux user for more than a week. Still want it in the application menu.
