Traceroute not working as root, but works on other users

Traceroute is working on all users, but when running as root, everything is ’ * * * ’
Is it a known bug? or ?

I’ve no firewall running.

Worked on my RL9.2 as root. What security level did you select on install if any?

Not sure, it’s an Azure VM - I think the security is Basic, and selinux is disabled too, no running firewall.
