I ran into this spice issue on my Rocky 9.5 virt server and read here on the drop of support for spice. It is difficult to express my frustration as I have been a RH (CentOS, Rocky) fan for a very long time. I made a decision to take a look at Arch Linux. Installation and setup of Arch Linux presented a learning curve which was quite manageable. It took 2 days of learning and fussing around with Arch and now I have full featured virt server running under Arch Linux with KVM/qemu with spice support. I can once again now use remote-viewer to connect via spice to my VM consoles. Very happy with Arch, it appears to be up to the task for server use.
