I have seen the relevant discussion about Rocky 9. Are we stuck w/o SPICE (and consequently virtio OpenGL) on Rocky 10?

dconfig -p | grep -i virgl
return NIL, and rpm -qa | grep ‘spice’ shows only the spice-vdagent.
Yes, it’s been deprecated by RHEL. It was dropped in RHEL9, which means it’s gone in all versions above RHEL9. Therefore Rocky9 and higher also doesn’t have it.
There are people who build it separately at least for EL9 as there have been posts on this forum about that already. Whether it’s built by them for EL10 yet is another matter and may or may not have been.
