Missing Judy-devel package

The appstream repo includes the Judy package but Judy-devel is missing.

FWIW, Centos8 doesn’t have any -devel package

% find | grep Judy

Look in the ‘powertools’ repo.

Thanks jlehtone. I actually had powertools enabled. However, the trick was to realize that Judy-devel is in a module (mariadb-devel) and the module has to be enabled.
