He didn’t , he used the epel repos …strangely “extra packages for ENTERPRISE LINUX” (from RH’s official upstream project) which RH purports to be… possibly following these instructions.
If RH is publishing a general operating system (and RL is a clone of same) then any sofware conforming to the docs and guidelines should work. Any argument to the contrary is b****x.
