Can not boot the DVD ISO from a USB

I can not get the DVD ISO to boot from a USB drive, I am using secure boot mode. Ubuntu works perfectly, but Rocky Linux will not boot. The DVD ISO will not boot in QEMU either. How do I get the boot files to merge into the ISO to make it bootable? Thanks. Really should be included, but maybe they wanted to save space. Would really help though.

All images are bootable. There’s no need to add or modify the boot files on the images. What ISO are you specifically having issues with?

OH, NVM. I downloaded Arm64 by mistake. I am blind as a bat.
