Unless EPEL releases plasma 6, then no. Since plasma is at version 5.27 for EL9 currently. You would have to put in a package request with EPEL if you wanted that. Or just use Rocky 10 instead.

So yep in that case, a package request to EPEL to see if their maintainers will look at replacing plasma. But would then probably need the rest of KDE doing as well no doubt.
