Repeated "Link is not ready" messages when installing from PXE boot

I have what I hope is an easy question. I am trying to install Rocky 8.9 on a server which has many network interfaces. When the installer boots up, it spends a long time (10-15 minutes) looping through the interfaces saying “IPv6: ADDRCONF(NETDEV_UP): enoxxx: link is not ready” for each one except the one which is plugged into the network. I only noticed this behavior once I set up a PXE server to install from the network. so I am imagining it must be something related to that, but I could be wrong. In any case, I haven’t noticed the behavior when installing from ISO.

Does anyone know how to get the installer to not wait for these extra interfaces to come up? Since one interface is up, I’d expect the installer to continue without waiting for all the others. I imagine there must be a way to get that to happen, but my Google-fu has failed me on this.
