Any one has any idea when RL is planning to upgrade openssl to 1.1.1t?
Rocky Linux is built from (public) sources of RHEL and therefore has the exact same openssl as the RHEL has.
Red Hat decides whether they rebase packages in RHEL or not.
Overall, they rather backport features (and fixes) than rebase.
A rebase of core package, like openssl, would affect almost everything in the distro.
(“Affect” as in “could break a lot”.)
You have to ask from Red Hat of their RHEL 8 plans.
RHEL 9 (and hence Rocky Linux 9) has openssl 3.
