No wired network devices available during install. Trying to install RL8.4 on an old(ish) Dell Inspiron 1520 series laptop. I previously ran Centos on the laptop no problem.

RHEL 8 lacks drivers for many older models.
ELRepo has some: ELRepo | DeviceIDs
Alas, in that list the TG3 Broadcom driver does not include 14e4:170c
You could ask from ELRepo maintainers, whether inclusion is possible.
Plan B: CentOS Linux 7 should be usable until June 2024.
Device [14e4:170c] seems to be supported by the b44 kernel module. You may want to try using ELRepo’s kernel-ml or kernel-lt.
