This is Roul from KAIST FTP, mirroring Rocky Linux in Korea.
Currently, mirror.rockylinux.org is not accessible, and rsync is also not working while showing ‘Connection reset by peer’.
The same problem occurs when using multiple IP addresses and multiple ISPs. Can you check it?
