Locale weirdness : Rocky Linux 8.x vs. 9.x

Hi,

When I install a Rocky Linux system, I usually choose Français > France in the installer.

Here’s how things look on a minimal Rocky Linux 8.10 system after the initial reboot:

[root@sandbox ~]# localectl status
   System Locale: LANG=fr_FR.UTF-8
       VC Keymap: ch-fr
      X11 Layout: ch
     X11 Variant: fr

On the other hand, here’s how a minimal Rocky Linux 9.5 system with the same installer settings looks like after the initial reboot:

[root@sandbox ~]# localectl status
System Locale: LANG=C.UTF-8
    VC Keymap: ch-fr
   X11 Layout: ch
  X11 Variant: fr

My sixth sense tells me that in the 9.x minimal install some basic locale-related package must be missing. But which one (if that’s the case)?
