KDE is part of EPEL repository, and not managed/maintained by the Rocky team. You would need to open a bug report with EPEL for them to fix it.

I did a reboot with Wayland: Complete display freeze on my 2 4K screens (DisplyPort). After a new reboot and switching to X11, everything is back to normal.
The Ctrl+M shortcut in Dolphin made the menu reappear, same thing in Kate.
