If using Rufus, make sure to do it in dd mode, see:

How did you create the boot USB? What program did you use? Rufus? In ISO mode or dd mode? Rufus is known to be problematic, and if writing ISO to usb stick, it must be done in dd mode.

There’s also the option of preparing a USB stick with Ventoy, and then just dropping the ISO file itself on the USB stick. https://www.ventoy.net/en/index.html
