Is Python 3.9 (from the AppStream repos) on Rocky Linux 9 FIPS-compliant?

Python 3.6 binary on Rocky Linux 8 takes more time to run, as compared to the Python 3.9 binary (from AppStream repo). It might be because of a workaround to make the random number generation FIPS-compliant. Is Python 3.9 coming from AppStream repo FIPS-compliant on this Rocky? Also, which Rocky version has the kernel fix for making the kernel DRBG FIPS-compliant so that we do not need the afore-mentioned workaround?
