It seems that rpmfusion just updated their repository on the 15th this month for gstreamer1-plugins-ugly to 1.22 from 1.18 but it relies on a package from appstream gstreamer1-plugins-ugly-free which is still 1.18. I don’t really follow repos very closely, but would this be updated soon? Puppet is trying to upgrade and failing and it makes the entire catalogue fail. I can put in a temporary change to puppet, but ideally the package will just upgrade.
The next release for Rocky Linux is pending for a potential monday release, which should should address this dependency issue you (and others) are facing.
