I’ve got this Rocky-8.4-x86_64-dvd1.iso which is as big as 9.9G.
I can’t find gperf on the iso image or online repository wherever by dnf or yum. Does Rocky have an online package repository already?
I’m building strongswan from source. It requires this package:
gperf/focal 3.1-1build1 amd64
Perfect hash function generator
It worked on CentOS 7.3 and 7.9 though.

Enable the powertools repo, and then you will find gperf available.
dnf config-manager --enable powertools

I may not have internet access on some machines. Are there offline packages for those powertools repo that I can download. So I can install packages from cd / dvd rom like this:
$ dnf --disablerepo=\* --enablerepo=media-baseos search gperf
No matches found.
$
