It seems that the EPEL repo from Rocky Linux Repository is now gone.
http://dl.rockylinux.org/pub/rocky/9/epel/ > 404
Is this intentional? If so what’s the recommended source?

There has never been an epel directory on our mirrors. Please use one of the many Fedora Project mirrors.
