Hello,
I have the same type of HPC use case as described Http 403 error while getting vault repo metadata for 9.3 version - #4 by rxthomson. I mirror the repos for my own software builds and need to maintain access to many Kernel versions for several reasons.
Would it be feasible to provide an rsync or ftp source so the package directories can be downloaded and then individuals generate the metadata after downloading?

We provide rsync endpoints for both current releases and vaulted releases. This can be obtained using the rsync command.
