Broken package list on minimal ISO

Just wasted a few hours trying to install on bare metal without wired network. Even if wifi is seen during install, the minimal / base system installation doesn’t include NetworkManager-wifi, wpa-supplicant etc so basically you are left with unusable system that cannot connect to network and no indication on why things don’t work.

This is intended.

Wifi packages are part of the networkmanager-submodules group, which is installed with the Workstation or Server with GUI software selections. (This is determined via the comp at https://git.rockylinux.org/rocky/comps/-/blob/main/comps-rocky-9.3.xml?ref_type=heads).

It might be useful to flip the option on that group to make it user-visible / selectable, but that would go against our policy of being bug-for-bug with RHEL. It’s a stretch, but it’s possible that doing so might break someone’s (admittedly incredibly bad) workflow of automating an installation via keyboard input or something.
