Thanks for your reply but can you guide me how can i remove rpmfusion mirror or clear local cache which is outdated, due to this im not able to update my system.
dnf clean expire-cache
That will probably fix it.

The Qt5 is in base repos. The 5.15.3 of el8_7 differs from 5.15.2 of el8_6 in a way that
all applications that do depend on Qt5-libraries must be rebuild (linked with) the 5.15.3 versions.
Furthermore, application built with 5.15.3 does not link with 5.15.2 libs.
Everything in Rocky 8.7 was built together, so both apps and libs have matching versions.
Third-party repos act on their own pace and you have many. Only when all the applications that you do use have been built with the el8_7 Qt, was it possible to update any of them.
