Your picture is cut off such that it’s pretty much meaningless (and it would probably be almost as meaningless if it wasn’t cut off as well since the portion of the screen shown doesn’t say anything about sound).
What sound card does your computer have in it? Since you’re apparently trying something to do with nvidia, does your computer have an nvidia sound card in it or something else?
Post the output of the lshw command if you’re not sure. Cut-and-paste the output here as text, don’t just try to take a picture of the screen since it will probably be either unreadable or incomplete.
What happens when you play sound? What device does your computer say it has under the Sound setting on the main menu?
Newer hardware is almost always going to be problematic with a distro based on RHEL. A great test to do would be download a Fedora Live CD and boot this from your USB stick. Since that’s very up-to-date, everything should work.
RHEL has a hardware compatibility list and as such not all hardware is supported. Although in some circumstances it can be gotten working by using third-party repos like elrepo or rpmfusion which can have additional drivers/modules for hardware support.
But as @FrankCox said, we’d need to see all the output from what he has asked you to provide to be able to check on whether it would be possible or not.

I think there might be missing sound driver for the sound card. I think my sound card is in it. It should be the nvidia sound card. Since my sound is normal under Windows 11 on the other partition of the computer. There is no sound when play sound, it/ the panel showing the sound normally while it might be a fake normal. It should be dummy output when sound testing.

In you wpctl output it shows you have

I’ve seen this behaviour before.
When the OS can’t use the available audio device (bad or missing driver) it sets the default audio to “Dummy Output”.
Which really just means that it’s unable use the audio device for some reason.
If it is that the OS is missing a driver, could we download a driver for the OS to fixing the problem? The sound card should be the nvida. How to download a driver for the OS?
Yeah, once upon a time that it is definitely GA106 on Rocky 9 and it then worked well. Now when turning into 10, it just went Dummy, which actually got no sound output, even the icon shows normal, that actually not working there.
