Maybe try downloading the Rocky 9.4 DVD iso which might probably have it on there.
However, Rocky 9.4 is no longer supported, so if it cannot be found then you’re out of luck since the team will no longer be working on that version. Only the current release of Rocky is supported - 9.7.

I am currently using Rocky-9.4-x86_64-dvd.iso from Rocky Linux Repository , but this ISO does not include the corresponding kernel-debuginfo package, especially the vmlinux file.
The Rocky-9.4-x86_64-dvd.iso is based on Linux kernel version 5.14.0-427.13.1, with a build date of May 5, 2024. It is quite strange that, for Rocky Linux 9.4, the community did not provide the kernel-debuginfo package for the initial release. I checked the official RPM repositories for Rocky Linux 9.3 and 9.5, and found that the kernel-debuginfo packages for their initial releases are available.
If anyone has kernel-debuginfo-5.14.0-427.13.1.el9_4.x86_64.rpm, could you please send me a copy? I am willing to offer reasonable compensation. Thank you very much.

I expect if it’s not on the mirrors or any of the ISO media, then it doesn’t exist and nobody will have it. And since Rocky 9.4 is no longer supported, none of the team will generate the rpm anyway. The only supported version now is 9.7 and that is the version that everyone should be using.
I’m not sure what is meant by “depends on”, as far as I can tell, you can install Rocky 9.4 without this debug info package.
But yes, it looks like it’s missing from the Rocky Vault.
Regarding the ISO, it only includes ‘baseos’ and ‘appstream’; I didn’t know that before (being a big ISO file).
