You may need to ‘up’ NIC device in my experience (during building vagrant box)
onboot > yes (/etc/sysconfig/network-scripts/NET-DEVICE-NAME
OR
nmcli NET-DEVICE-NAME up?
I dont’ know why but default is ‘Down’ in my situation.
