Rocky Linux 10.x install ISO won't boot on Windows Server 2019

Wondering if anyone has any possible input on this…

I tried installing Rocky Linux 10.2 on a fresh VM on Windows Server 2019 under Hyper-V. I’ve had no issues doing this previously with Rocky Linux 9.x and earlier.

When attempting to boot from the DVD ISO, the VM tries to start, but fails several times in the sapce of a couple of seconds, before reverting to being switched off. Looking in the Event Viewer, I see the following:

'new-rocky-vm' has encountered a fatal error and a memory dump has been generated. The guest operating system reported that it failed with the following error code: 0x1E. If the problem persists, contact Product Support for the guest operating system.

This error repeats for every failed attempt (5 in total).

The VM is set up with Secure Boot ON, using “Microsoft UEFI Certificate Authority”. A teamed NIC network switch is attached. It does not matter whether I turn off Secure Boot and/or delete the Network Adapter completely.

If I change the ISO to Rocky Linux 9.8 - with no other changes - it boots and installs without issue.

I have tried minimal and full versions of Rocky Linux 10.2, as well as trying 10.0 - with the same results.

Clearly something material is different about RL10 upwards that stops it booting on this setup. I note from Googling that RL had issues installing on Windows Server 2016 in the past, and the advice fro that was to upgrade to 2019 or beyond.

Is Rocky Linux 10.x incompatible with Windows Server 2019 Hyper-V?

Windows 2019 Hyper-V does not support the x86_64v3 microarchitecture which is required by RL 10.x. An option would be to upgrade to Windows 2022 Hyper-V.
