I am testing RockyLinux 9 on a virtual machine and it looks very good. I now want to convert my Centos 7 serrver to RockyLinux 9. Is there a migration path or do I need a complete installation and rebuild?

You are better off with complete installation.
Ideally, you have OS configs already in some configuration management system that can adapt to both platforms and the user data so cleanly separate that you don’t need to touch it. (And backups too.)
