Doesn’t look like it: https://pkgs.org/search/?q=icecc
You can use that website to search for packages and see what distros they are available for. Failing that, it’s then best to see if a Fedora source rpm exists for it. Unfortunately in your case, there isn’t a Fedora source rpm either, else you would be able to download that and then use mock to build it for Rocky 8.
If you download the dvd .iso under the folder AppStream/Packages you can look for the packages they come in that version. As @iwalker said, this rpm is not available.
