I don’t see this issue on Rocky 8 and 9, could you check which certificate your endpoints delivers?
2 options:
# curl -vvv https://download.docker.com/linux/centos/docker-ce.repo
# openssl s_client -connect download.docker.com:443
I kind of suspect either your system is missing updates, or your network does use SSL-Inspection
