It would be using rpm-ostree just like silverblue

Rocky is a bug-for-bug 1:1 of RHEL. It’s not Fedora. If RHEL decide to provide a silverblue equivalent, then this is most likely when Rocky would also have a silverblue equivalent.

hopefully red hat makes an immutable rhel version soon

We have a SIG that is working on an ostree variant of Rocky. I’m not part of the SIG so I don’t have an ETA or information beyond that. @neil may know.
