Do you have multi function F keys?
I had lots of “why isn’t it working now” as I’m pulling out the Logi USB thing to swap between a working computer and the one under maintenance.
I get a “black screen” too… it takes a bit before the prompt appears. Long enough that it appeared not to be working at first.

Yeah i have multi function F keys. But i did a very basic kickstart and that worked. Even though it’s not on the network at least it gives me a starting point to build on and test all my packages and services in my kickstart file. I got a user prompt that I can login with a local user.
At least that cleared up that my kickstart build infrastructure is all good for Rocky 9.3.
dnf upgrade --allowerasing
A month of reading guff that wasn’t the problem was solved by that.
