Is there a possibility to switch CONFIG_PGTABLE_LEVELS from 3 to 4 in official Raspberry Pi 4 kernel package for Rocky 9 and 10? I have a problem with launching envoy that needs 48-bit address space.

Unfortunately, no we wont be able to change that as its a dynamically generated option.
