Rocky9.5 Incorrect tmux configuration with STIG profile

Using STIG profile on Rocky9.5 seems to have an invalid tmux configuration.

  1. When connecting using ssh, a tmux session does not open.
  2. When logging in using the BMC, I am able to detach from the session as an unprivileged user.

Previously when using STIG profile on Rocky9.3 this did not happen.
