I don’t believe my tests were valid. I see set kernelopts="root=/dev/mapper/vg-root ro initcall_blacklist=algif_aead_init " in /boot/grub2/grub.cfg, but catting /proc/cmdline does not show the initcall part. Here are the relevant posts:
